Pgp Removal Help. I lost my key and deleted the pgp folder now i cant get rid of pgp

I installed pgp desktop 9 i entered the pgp key to encrypt the disk and the disk is 1% encrypted.
I set a master key in case i lost or forgot the key. To cut a long story short i entered a 30digit encryption key
i entered it the power failed and bam it asks me for my encryption key when i boot the pc up.
I click advanced hit bypass and it lets me in to windows i deleted the pgp folder thinking it would remove the encryption but now i cant get rid of it at all.

If i deleted the partition and then reinstalled windows would this remove the pgp encryption?
If not how do i get rid of it? I just want to wipe it so i can use windows again without that annoying pgp boot message.
