insert statement using textbox as where clause

I have the following that is not working.  any ideas??

  Dim command100 As New SqlClient.SqlCommand("insert into mytable(tag) values ('" & addnewtag.Text & "') WHERE mytable.tag <> '" & addnewtag.Text & "' ", connect100)

INSERT does not use a WHERE clause

Can you explain what you're trying to accomplish & I'll see if I can suggest a way to do so.

Also, what type of DB are you working against?

I am trying to insert a value from a textbox into my sql table where only it does not exist, the above was a compare from the textbox.text against the table for a <>

my goal is the following:  If the value in my form textbox.text <> mytable.value then add it to the table else do not add it and show a message
