How can an end user edit a hidden distribution group?

Our legal department has a mailing list that must be hidden in the GAL because it contains addresses that must be kept confidential. There are four people in the legal department that I have given access to mail to the group. The problem is that the list frequently changes, and all the addresses are external. If even the people who have access to mail to the group can't see the group, and end users can't create contacts to add to the mailing list, does this mean that an admin has to maintain this list?

(I apologize if this question doesn't make sense to Exchange admins. I'm actually a Notes admin and very new to Exchange. In Notes, you can select to hide the group from only specific people, but it seems to be either a hidden or not hidden in Exchange. Also, in Notes, they were able to just copy their Excel address list and paste it into the group, but you can't do that in Exchange.I hope this makes clearer what I'm trying to accomplish.)

not quite sure what you mean there... but most options like this can be done through....

Start, point to Programs, point to Administrative Tools,
and then click Active Directory Users and Computers.

Right-click the distribution group, and then click Properties.

Click the Exchange General tab.

Check out Message restrictions

That isn't in ADUC with Exchange 2007 and Windows 2003. You can get to the same thing through the EMC, but it still doesn't have what I need. I need specific people, but no one else, to be able to see the group. I also need at least one of those people to be able to maintain the group with no administrative intervention.

So sorry for the delay. I was absolutely sure I had put in a comment about this yesterday.

Number 3 in your post above is part of what I was trying to do. Numbers 1 and 2 I had already done. I can hide it for the everyone group, but is it possible to then unhide it for the four people who have access to mail to it, and also to allow editing by at least one of them? Keep in mind that all addresses in this list are external. They do not exist in the GAL. Wouldn't that prevent end users from editing the group since the end users can't create the contacts to be able to add them to the list?

Absolutely the point 3 would have worked. Check that out give it a try, it will work !!!
give them delegeted rights to a specific OU to be able to create smtp contact, that can later be added.
At the end, it all depends upon how much you want to delegate.
