How do I disable users from accessing the "Computer Management console"

Using group policy i have been able to prevent users from accessing the services snap-in from the MMC.  Users are still able to access the services snap-in from the Computer Management console.  How can I disable services access from Computer Management console?

I followed your directions and when i go to "Extension snap-ins" i do not see the "Computer Management option.  I'm using Microsoft Windows Server 2003 R2 Standard Edition Service Pack 2.
