Unable to install Windows Server 2003 Service Pack 2

I keep getting the "Setup could not verify the integrity of the file Update.inf. Make sure the Cryptographic service is running on this computer." error.

The Cryptographic service is installed and running and I've tried deleting the cache files for the SP multiple times.
