the OS doesn't see the Memory

we have a server with Red Hat 4.0 that recently we install 16G of RAM .  The Bios of the Server see the RAM BUT the OS still showing that just have 4 G.  This server host an Virtuozzo Container so the Server need to be able to manage the Application. we change the Kernal but it didn't work fine so we have to roll back everything as it is right now.  What else can we do to make this OS recognize the new Memory????
