How to have a 2nd domain controller service logon requests

We recently setup a 2nd domain controller, and yesterday our primary DC went down and people couldn't logon.  What setting am I missing, b/c as of right now it's listed as a DC with Active Directory installed on it.  My thoughts are that it needs promoted to a global catalog, but I wanted to check on this to be sure.
