That's kml (Keyholde Markup Language) and there's info at http://groups.google.com/group/Google-Maps-API/web/more-info-kml-on-google-maps
I'm looking for ikml not kml.
I think they might be file extensions used by an ik-software product; the files on the website at endsleighhc.ik.org are .ikml and in the footer it says powered by ik software; the link transfers to recipero.com and info on the net suggests ik Software merged with Recipero but I'm not seeing a web page at recipero.com - page not found. However there is further info at http://www.aboutus.org/RecipeRo.com

If you are correct, the files are still HTML, here are the headers of a ikml file found on google
<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">
Just HTML or XHTML in this case, with the author being ik. and further investigating
Recipero | ik Software (www.ik.com) has mergered with Recipero
and finally
http://www.ik-software.com/

I thought it might be some kind of desktop based website content management system, but there's nothing listed like that at www.ik-software.com/
I think you're right, the file content is simply html or xhtml but with a different file extension.

Most likely it is a cms or website builder of some sort, they have simply branded the html output by its extension. which seems like a good idea.
