How to backup/restore MyIsam db from/to remote server using Mysql Administrator

I can backup and restore my db on localhost, using MySql Administrator's 2nd option on Backup Advanved Options - Lock all tables - which is recommended choice for MyIsam tables. But only if I logon as root user. Other users bring up message "can't flush tables with read lock". I see from a similar previous post than users need to have all permissions for all databases when migrating servers. I have tried allocating another user with all privileges except grant, but still get error during back: Cannot flush tables with read lock. Even if I can get another user besides root to backup and restore; my main concern is backing-up and restoring from/to remote server. My host would not permit logging on as root understandably, so how do i set up a user with permissions to backup and restore?
