FTP SITE - Best Practice?

I am creating an FTP site.  My question is what is the best HTML Tag to use.
I have created the following sample tag for visitors to click on to download a file.
<a target="_blank" href="sample.doc">sample.doc - 314 KB</a><BR>

It works OK, here is my problem:
The above file represents a Word document.  If the visitor has Word on their system, when they click on the link, the file will open, then they have to select File - Save As to save the file on their system.

I want it so that when they click on the link, it DOES NOT open the file, but just gives them the option to Save the file (or cancel).

What am I doing wrong?
