Computer user locked out of system functions in windows xp home

I am working on a desktop running windows xp sp2 home edition.

the user account is a computer administrator account, yet when i try to access any system property page, such as going start-run-ncpa.cpl or trying to right click on the desktop and select display properties, i get an error:

This operation has been canceled due to restriction in effect on this computer.  please contact your system administrator.

if i restart in safe mode, and login using the administrator account, I can make modifications fine.

What could cause a situation like this?
