Security group Design issue

I am designing a new Microsoft Windows 2003 Network for 4000+ users environment.
This environment has around 20+ department and 200+ subdepartment.

I am thinking of putting the user in the right OU according to thier department.

My design involved creating multiple security group
function of those security groups might be running scripts, delivering application, and etc

So end of the day, a user might have 20 security group, up to 900 security groups, (it might be lesser of course).

My question here is, if a user has 900 security groups, what other effect will it be?

1. will the logon time to a PC be slower? if slower how long will it be?
2. anything i need to take into consideration?

IF possible, i would like to have some URL so i can draw up my case with reference.
