Web.Config file: Set to Forms authentication but switches to windows authentication in IIS

I have the code shown below in the web.config file.

The website works fine but this code does not seem to work, as everytime I publish the site I have to go into IIS (version 5.1) and go to properties --> ASP.NET tab --> Edit Configuration --> Authentication tab --> Change from Windows to Forms.

Otherwise the website won't work... I just get an access denied error. That code should work right? Well, I could get around that by just making the changes manually, except that on the server they are using IIS version 5.0 and I can't see any ASP.NET tab. So, in fact I don't know how to manually make the changes on this version?
