How to lockdown IE7 and define what websites can be visited

We have several computers in our breakrooms that can be used by employees.  I would like to know the best way to lockdown Internet Explorer and the websites they have access to.  It needs to be limited to just a few named sites such as our company website, intranet, insurance/payroll websites and online training site.  I have found some things using Group Policy, but I need to be able to lock it down further and restrict any web surfing.  These restrictions will be applied to only one generic user account.  Thanks for your help.
