Can't create a rule for a public folder

I am trying to create a rule for a public folder in Exchange 2003, server is running SBS 2003.  I would like to create an auto-reply to all incoming messages to the mail-enabled public folder.

Two different users, two different machines, both users setup as folder owners

From a Vista Business client, running Outlook 2007 -
When editing the rule, I check the box "reply with" and click the Template button, I then get this error message "The reply template cannot be created.  The client operation failed."

From a Windows XP client, running Outlook 2003 -
I am able to create the template but on the final window to save the rule, I get this error essage "Changes to the rule cannot be saved"

1. What happens if you try to create a simpler rule without any template?
2. What happens if you create a rule for another mail-enabled PF?

I am able to create a different rule, a forward instead of a reply rule.

I am haveing the same issue using a exch 03 backend and an outlook 07 client. I have granted full permissions. I can create rules using all other options excluding "Reply With"
I'm having this same problem. Is there a resolution posted somewhere?
Ok. When you create a template, try to change the format of the template to Plain Text and then try to save it.

See my comment above.  You need to assign Send As Permissions to the user that is going to be creating the rule.  The Send As Permissions can only be changed in the Exchange administration console.  I have Exchange 2007, so I went to Toolbox, chose Public Folder Console, navigated to the public folder in question (probably under Default Public Folders), then went to the folder I was trying to do this on, and when you right-click, you will see an option for something like "Manage Send As Permissions".   After setting this up, I was able to set up a rule in Outlook without a problem.
I don't get to it the same why you describe b/c I'm running 2003 but I do have full permissions set up in exchange and the "send as" option set for myself, as I'm the one trying to create the rule. (Do I need to have the email set as a user and then give THAT user permission? (Ex: reply@mycompany.com would be set up as user "reply" and "relpy" would have send as permission)
