Outlook 2007 Rules - Exact Matching and Isolatetd Routing of Mail to Folders

Is there a way in Outlook 2007 to:

1) Do exact matching of words; i.e.  art == art and art /= partners

2) Have Outlook, based on the exact match, send the email to its one respective folder.

I think solving number 1 will solver number 2; my problem right now is if i.e. I order a Lenovo Thinkpad from ebay and utilize the word ebay in an Outlook rule for the ebay folder and paypal as a rule for the paypal folder and Lenovo as a rule for my Lenovo Partner folder, then I'll suddenly have the same email show up in the ebay, paypal and Lenovo Partner folders... maybe utilizing hierarchy would solve this but that doesn't seem to work because Outlook will continue looking for rule matches even if one has already been applied (i.e. if the ebay rule was first the rule filtering should have stopped there).
