Outlook unable to open delegate mailbox

User 1: "NewGen"
User 2: "HR"

NewGen is a delegate of HR, with full editor permission for all folders.

When adding HR to NewGen's list of mailboxes (through E-Mail Accounts --> View or Change existing --> Change --> More Settings --> Advanced --> Open these additional mailboxes), it adds the mailbox successfully but attempting to expand the folder results in this error:

Unable to display the folder. Microsoft Office Outlook could not access the specified folder location.

When opening, say, HR Inbox through File --> Open --> Other User's Folder, it works fine.

Gave all affected users full permission (owner) to the actual mailbox itself. Expanding the folder now shows JUST the Inbox, but permission just needs to be given to the subfolders I guess. Thanks!

Yeah you need to give permissions at Folder level seperately. You can give various permissions at Mailbox level. From memory, I think they are None, Reviewer, Editor, Publishing Editor and Owner. The limitations of each should be shown in the checkboxes as you select each permission. Owner is the highest permission so if NewGen needs just read/write access to HR's mailbox I would advise Editor permissions but glad it all worked.
