Delegating limited User Property Editing Ability
I want to allow HR to add phone and address information to active directory user properties w/o being able to reset passwords, etc. I can't see a good way to do this in the delegate authority wizard. Any ideas?

Depending on the exact error message, the client may need to upgrade to MMC 3.0 - if you created it under 3.0 and the client hasn't updated, they won't be able to open the MSC file.

No, checked, xp client has mmc3.0 installed and patched. MMC created on the DC, saved, then coppied over.
What is the error message they are receiving.

Just needed to download adminpak for 2003sp2 and run on client.
