How to allow my CAB object treated as SAFE and prompt the user to install?

I created a CAB with VB6 and it is used in my VB.NET (using .NET 2.0).
The CAB is signed with my company root cert which is signed by verisign.
However when I use IE to access the page, it will show that my ActiveX control is unsafe, which don't allow it to install to the client's PC.
As the default setting of intranet security right is "Disable" for unsafe ActiveX control, so I just wonder how to make the client PC promt to install or not without changing the security setting of each client's PC?
This is a intranet application in my company, and the CAB will allow the web page to download some reports to client's PC.

Just a stab, and probably rather blindly at that .. :)
Can yoiu have your IT guru, add the page via AD to make it safe in all user's or something....

Currently the system is only run in intranet, but later it will be deployed to the client site.
It will become more difficult to do so then.
So is there any way in coding side / server setting etc?
