URL Encoded String in File Download pop-up

When a file with Japanese characters in its name (and without a file extension) is tried for downloading to local machine, the file download pop-up displays URL encoded string for the name of file.

Issue is when client machine is Windows XP and browser is IE7. The issue does not arise in Windows 2000 environment with IE6.

Further, if there is a file extension the issue does not arise.

Are you able to provide a link so I can see this behaviour. Does your server support MIME types by signature and not exstension?
