If you don't like or can't access the server console, then you can use Domino Admin. client, and manipulate server tasks from Server-Tasks window.

Pick a task and from right Tools menu, select action.

yes, the main command for restarting http task is te http q and then lo http. but problem is, when this task is really stuck. then you need to reboot whole domino, because task did not repond for the command, and when u use sh ta (show tasks), then you will see HTTP terminating and nothing else. so before you try to use that "warm" restart, try to drop all HTTP connections. when you use te http sh us, you will see, who is connected. if you have notes admin, you can sent drop command to all http connection. after that try to restart http. but sometime you need to turn the whole server because of http... we did restarts of whole w 2k3 server with domino each day at 10:00PM and this problem happend only, when server was really exhausted and heavily used.

one more thing, you can limit the maximum connection to that http task in server document... I guess, you need to experiment a little bit with that settings to find your optimum.

Lotus IBM
Lotus IBM

Lotus Software produced the Lotus 1-2-3 spreadsheet program, and later developed Lotus Notes, a groupware and email system. Following its acquisition by IBM, the Notes and Domino client/server collaborative platform were expanded to include functions such as email, calendars, to-do lists, contacts management, teamrooms, discussion forums, file sharing, microblogging, instant messaging, blogs, and user directories. IBM also release SmartSuite, a comprehensive office suite, and followed that with Symphony, unrelated to the Lotus suite of the same name.
