Problem on computer preventing updates from being installed

I reformatted and partitioned a computer into three partitions and reloaded Windows XP Pro.  The first and third partitions are both fine and complete and all downloaded and installed Microsoft updates.  The second partition downloaded and installed all updates except for the last four (IE7, Malicious software removal, security update KB951748, and Update for Windows XP KB951978 ((don't know if those numbers were important for you to identify the problem or not)).  It downloaded them, but will not install.
 I get message: "A problem on your computer is preventing updates from being downloaded or installed."  The only difference on this partition is that I had to load the OS twice as I lost internet access the first time in the middle of downloading these same updates and could not get  it back, even after reloading all the drivers.  I do have internet access now.   In case it is important, I have Symantec antivirus corporate 10 on all three partitions.  I don't know where else to look to see what might be blocking it.  Thanks!

I dont think the question is clear...You partitioned a HDD and installed XP on each partitions?

Yes...We do this in our company because we use several different programs for clients
(we're a medical transcription company) and some of these programs are not compatible with one another.  We used to give an employee a separate computer for each different program, we now partition instead.
