Is there a way to configure a directory so that files can be uploaded but not downloaded and always visible?

I am being hosted on a Hostmonster server (Apache).
I have established a directory as an FTP drop site.
Several clients will be dropping files in there, but I want to be sure that no client can download or open another client's files, I can as the administrator.
I have another directory that client's can download FROM. This directory I want to secure so that only I can upload files to it.
I have SSH access to the server, but I have no idea how to secure it to do this.

How many clients do you expect?  If it's relatively small, then each client should have his own signon, and each signon will get its own home directory.

And anonymous FTP can be configured to allow only write-access to the anonymous user.

What's your preference?
