Term Service Help

I'm having a minor problem with a certain couple of users connecting.  I installed the new licenses (per Device) that would allow 4 conncetions a
Perrynd i have a couple users that can't get in.  I tried to get more than two in and that works just fine so i think everything is installed as it should be.  I just can't figure out why it is that these couple users can get in.  They have all the access rights to get in and they are part of teh Remote Desktop users group.  Nos sure what else to look for.  Any help would be appreicated.
