enforce full screen with vista

I am using the group policy object editor>user configuration>internet explorer>enforce full screen mode...........I have enabled this setting and no matter how much I try I can't get explorer to open full screen.  Microsoft says this setting will disable the 3 menu bars, but it does not.  If you use this setting in XP it works perfect.  The browser opens, no button, no menus, no way for the user to change anything.  I can't get this to reproduce in vista.  Help!!!!!

Always perform a Gpupdate /force from the workstation. As far as i know, if you do it from the DC, it forces all pc's to do a gpupdate, but i still do it on the workstation in question.

McKnife....your response got me to thinking.  Here's what I had to do.  For whatever reason the full screen would not work with the user configuration, even after trying gpupdate mentioned by Jared.  What I had to do was enable this setting for the computer configuration and then it worked.  Thx.
