global server-side rules

Is there a way to create a GLOBAL server-side rules that will be pushed out to all mailboxes.  Or maybe there's is another way to accomplish this task.

I've setup a SPAM filter between my exchange sever, and the internet.  I don't want to block the messages all together YET.  so for now I just have it set to MARK the messages by adding "[SPAM]" at the beginning of the subject line.

I want to create a rule that makes all marked mail, automatically go to the users "Junk Email" folder.  I've successfully done this on my own desktop, but I'd rather not go to each individual system to create the rule.

Any help would be greatly appreciated
