Global Address List maintenance

I am constantly asked to update the company's Global Address List (Exchange 2003) with frequently changing additions, deletions, and modifications to the distribution groups that we have set up.  The members of these distributions are contacts in the active directory.  What is the best way to empower to the end user to make these changes and eliminate this as a task I need to perform?
