Cannot unselect "Do not save encrypted pages to disk" - greyed out

I have transferred my Quicken 2008 installation to a new PC.  I run a new Vista machine fully patched with SP1 and I use IE7.  When I download Quicken banking files in the new installation I must save them to disk before opening them in Quicken.  That is something new and undesireable.

Intuit tells me to uncheck the "Advanced" item under IE7's  "Internet Options" which says  "Do not save encrypted pages to disk".  That makes perfect sense and it was unchecked on the provious machine. BUT on this new machine, where the box is now checked, the line is also greyed out.  So I cannot clear the box.
