cisco, Cisco 1841 with WIC 2T smart serial cards

i have cisco WIC 2T Smart Serial card installed on cisco 1841 router, and i have two 512kbps  links connected on the WIC 2T card S0/0/0 & S0/0/1. The problem is i cant get both links to work simultaneously. s0/0/0 shows "serial is up line protocol is up" and s0/0/1 shows "serial is up line protocol down" .so if i issue show controllers command at this state on the s0/0/1 i get "clocked stopped" .i have tried swapping the interface among the two link but stil getting the same problem...thanks

the links were earlier woking on a cisco 2600 series router which had to be replaced due to a power issue on it.so i got new cisco 1841 router and since i have not been able get it to work. i have a second wic 2t card which also does not work with the 1841 router.. i have checked by inserting the card on a different slot aswell..
