Criteria for XP DNS client on multihomed laptop

How does the DNS client in XP decide which DNS server to query if two NICs or more are present each with DNS server details?

Is it metric values, is it default gateway driven, is it last come, first serve?

My example
XP client - 2 NICs
NIC 1 - Assigned by DHCP on corp LAN
NIC 2 - Assigned by DHCP wireless DSL router to Inet

The reason for NIC2 is that NIC 2 allows for testing and VPN out, corp LAN blocks all but port 80 outbound.

I am not looking for a solution to the example (I can 'blunt instrument' it by making NIC2 static and omitting a DNS server)

I want to understand the decision making process that the DNS client makes when choosing which DNS server as its name server for resolution.
