Exchange 2003 Mailbox move error

When trying to move a user mailbox from one Exchange 2003 server to another Exchange 2003 server it fails and the error message is "<summary isWarning="false" errorCode="0x80070005"> Access Denied."

Other mailboxes move with no problem, why is this one not able to be moved?

Is the other user in his mailbox? Or accessing his mailbox at this time?

No they weren't using the mailbox.

That isn't the answer, but it got me pointed in the general direction.
I think I found the solution. The user mailbox AD account hasn't inherited the Admin rights for my OU Admins group, so I don't have permissions for their user account.
