active directory

hi all,
We have office on two geographical different lacation  suppose one at abc and another one at bcd .both sites are connected via VPN .On both location we are using  two different active directory domain .now we are planning to make relationship between them so we can integrate the development process   . So Please suggest me that do we stay with two different forest and then connect them or deploy new active directory forest and create two location as two different sites for both location. Which one is better from future point of view. .

A few choices:

[1] Create a cross-forest trust (assumes Windows Server 2003 forest functional level on both sides) and leave each forest as a separate entity.
[2] Migrate the users/resources from abc into bcd or from bcd into abc, using ADMT (free migraton tool from MS) or a paid migraton tool from someone like Quest.
[3] Create a brand-new forest with an entirely new naming context, like efg, and migrate both abc and bcd into the new forest using the migration tools listed in [2].
