I've found the answer to my question. Once the OU for administration has been selected from the tree, creating a new window from there locks down the administrative view to that OU only.

I have created several custom MMCs for exchange administrators using MMC 3.0. The console is created and locked down to a selected OU. Several taskpad items are added including change password, delete account, create account, etc. The mmc works great. However, if the administrator hits the backspace key, the up or down arrow key or page up/page down key, he is thrown out of the selected OU and into the entire active directory. Although he can't make any changes, he can still see everything. Has anyone run across this and, if so, is there a fix?<br />

Problem with custom MMC and security

Windows Server 2003 was based on Windows XP and was released in four editions: Web, Standard, Enterprise and Datacenter. It also had derivative versions for clusters, storage and Microsoft’s Small Business Server. Important upgrades included integrating Internet Information Services (IIS), improvements to Active Directory (AD) and Group Policy (GP), and the migration to Automated System Recovery (ASR).
