How do I access my Windows 2003 server wan ftp?

I have set up a ftp using windows 2003 server web edition. I insured that the router forwarded the port 21 to its local ip, insured that there was no local security policy denying log on priveleges, created a new ftp folder under inetpub with permissions that would let any one in from admin to everyone and iusr, also made sure that all users had admini rights to the folder and the machine. I am stumped. Please somebody help me or put me out of my mysery. Thank you  in advance

Seems like your doing it right - to test can you create a test user and set a password to to say password.
I am going to try to use my ftp client to see if its an issue with IE

Did as exactly directed with no change in response from ftp. I check the FTP User session it indicates user is logged in but the ftp shows nothing them times out.

I tried it both ways to no avail.... I can log in locally but when I try from a different machine I can see the user log in but then it times out with nothing to see....

The only other port would be port 22 to open.

Nothing seems to be working....
Ftp is a complex protocol to forward.
Routers can interfere with the connection.

Try to check if your router can forward FTP protocol and not the single ports.

If not try to open port 20 too and check from the ftp client to connect using the PASSIVE mode (PASV) and if it fails the ACTIVE mode (no PASV).

If you still have problems tell me your router model.

i did as you instructed to now avail.. My test user can recieve a login/pwd request from the ftp but after providing the credentials I look at the current sessions and the ftp indicates my test users is connected but nothing shows up then browser and/or ftp program times out.. I am so sad..........

what credentials would you like to test against?  I have a true ftp client.

I have placed something in the folder and the user cannot even see any files or up load. The ip is 70.166.18.211:21 login test pwd: password
I found a file called we_did_it.txt   42  bytes long.

Content:

Mission Accomplished! Sheeeeeeeeeeeesh....

Btw I upload a file. You can view it ;)

Connection is very slow. Maybe something have to be fine tuned or your router act strangely.

Btw you have the least trouble.
Your Ftp server don't accept PASV connections. This is why IE is not functiong for you.
