Two possibilities:<br />
1. If you try to install directly 9.2.0.4 there are missing libraries in <br />
the installation kit. So you have to copy the lib from a running instance.<br />
<br />
Wrong Oracle parameters, but Mr. dvz list is a little bit misleading.<br />
In fact you need the parameters:<br />
ORACLE_HOME<br />
ORACLE_SID<br />
PATH<br />
ORACLE_BASE<br />

After installation:<br />
LD_LIBRARY_PATH<br />
NLS_LANG<br />
<br />
Details - in the Oracle documentation.<br />
Be very accurate!<br />

Actually my solution was a little more involved at least from my point of view, not being a VMS expert.<br />
<br />
On VMS, my biggest initial problem was SYLOGIN contained a reference to ORACLE8i which caused many of my issues. &nbsp;But once I removed that reference help me get a clean environment.<br />
<br />
I needed to create the oratab file, re-ran orauser and also had to relink.<br />
<br />
Executed the migrate92.com and had an issue with trying to perform startup migrate. &nbsp;Once I de-assigned a logical the stratup migrate was successful.<br />
