Auto Setting Up Outlook 2003 with Exchange VBscript

Everytime when we have a new employee, I have to setup their email account. Is there a vbscript that I can just click and a window pops up to enter the user name and then script will finish the rest email account setting. Now I have to manauly setup by using the steps below:

the office OLK will allow you to generate a PRF file to automatically configure outlook

the in a vbscript you can:
outlook.exe configfile.prf

here is my PRF:
https://www.experts-exchange.com/questions/23558341/configure-outlook-2003-automatically-to-use-exchange.html
i have more setting for cache on or off
also to auto start a prf at the first openning of outlook

if you are interested to put that in a logon script
