perl disable

hello
how do I disable perl in Cpanel server for any and prevent to use addhandler or addtype in .htaccess for enable it inside of directory .
without remove cgi perl type from httpd.conf
without chmod 700 for /usr/bin/perl

If you can't remove the typehandler from httpd.conf, can't use permissions, and can't just remove Perl, I think you'll have to use SELinux (http://www.nsa.gov/selinux/) or AppArmor (http://www.novell.com/linux/security/apparmor/), and control access to Perl via a security policiy.
