Strange exchange 2003 message received when sending to certain addresses

Have a client that runs Server 2003 with Exchange 2003 all current updates, Users use Outlook 2003 for E-mail Client.

Have tested the server with online tools all report everything fine eg. reverse dns no blacklisting etc

Only issue is when sending mail to certain addresses the user receives the error message listed below.

There was a SMTP communication problem with the recipient's email server.  Please contact your system administrator.
 
<domain.name #5.5.0 smtp;554 <domain.name>: Helo command rejected: 5.7.1 Email from local-only host rejected.>

Whats causing this?

You were spot on it had the .local listed instead of the proper domain.
