Please help me understand our license manager

As a new network admin in our small organization I am trying to understand the licensing and the license manager I have inherited.  Now we are about to add two new servers to the domain.  From what I understand about licensing, we shouldnt have to purchase any more if we make all of ours per server, because we already have enough for each user that could connect simultaneously.

Here's what the license managers on each server report:
licensing mode       Per seat           Per Seat          Per Server     Per Server Reached
(per server)         purchased        Allocated          Purchased     Reached
SV1 win2k sp4            15                         1195                75                      230                 76
SV2 win2k sp4              30                        1195                75                      230                 76
SV3 (PDC)win2k sp4    50                         1195                75                      230                 76
SV4 2003 R2 SP2 Ent   45                          0                     0                         45                 -31
SV5 2003 Std sp2         45                         0                     66                       0                    1
SV6 win2k sp4             15                          0                     0                         80                 18
SV7 win2k sp4             15                          0                     0                         65                 39

Heres my confusion:  I go into Admin Tools\licensing&server browser& SV3 (the PDC)  says 50 per server CALs purchased.  But in the main window under product view it says the following:

licensing mode   Per seat             Per Seat         Per Server     Per Server Reached
(per server)     purchased         Allocated        Purchased     Reached
SV3 win2k sp4            50                      1195                     75                   230              76

Why does it say 1195 per seat purchased, etc.;  is this referring to all the servers?  If I look at each  server in server browser at per server for :XX concurrent connections these numbers do not add up to 1195 per  seat, so what gives here? Am I missing something?

On my Win 2003 R2 sp2 SV4 it says 45 per server CALs purchased in server browser.  In the main license window it says:

licensing mode      Per seat         Per Seat       Per Server     Per Server Reached
(per server)          purchased     Allocated    Purchased     Reached
SV4  2003 R2 SP2 Ent             45                      0                       0               45                -31

Does this mean that this individual server is giving out more licenses than it has, and if so, why arent some licenses being taken from other servers?

They all point to the same license server, which is SV2.  All servers are on the same subnet except for SV5.
How can I get all these in synch?  I want to make sure our two new servers dont add to our confusion.

We are about to add two new servers to the domain.  From what I understand about licensing, we shouldnt have to purchase any more if we make all of ours per server, because we already have enough for each user that could connect simultaneously.

Thanks so much to anyone who can help me understand this.
