Failure to initialize the Borland Database Engine

our application is comprised of modules which are actually separate applications.  For some reason on some computers, the main application cannot initialize the BDE when it is starting up.  We have to stop the other applications, let the main application start and then start the other applications.  All applications share the same data.  The NET DIR is set to a shared network drive H:\BDE and LocalShare is set to TRUE

Why would one application fail to load the BDE when another BDE application is running?  But if you stop one and then start the other and then restart the first one, eveything works fine.
