Computers missing from "net view", and "browstat status" returns the Master browser as the sole backup server, too.

Hello All,
   I have a pretty urgent computer browsing problem that I need to solve in two weeks.   The problem and environments are described below.

Problem:
   I have 20 servers and workstations on this little network.  However, while on the server with the Master browser or on a regular workstation, with "net view" or browsing the network via windows explorer, I can only see 7 of the servers and workstations.  Of all the servers and workstations listed below, only W2, W3, S11, S12, S13, S14 shows up.  On the server with the Master browser role, or any other servers, a "browstat status" returns a single backup server name.  However, that backup server name is the Master browser name.
   I have dropped in the WINS role on to the server with the Master browser role (S5), and pointed all machines to it.  In WINS mmc, I see the registration of all the machines.  However, after 2 hours, "net view" still only shows W2, W3, S11, S12, S13, S14, and "browstat status" still only show the name of S5 as the backup browser.
   Anyone has any suggestions?

Environment:
   1 Dell M1000e blade enclosure.
      12 M600 blade servers in the above enclose
           4 are Citrix servers.  OS: Server 2003 Enterprise. Broadcom NIC teaming on.  (Let's refer to them as S1, S2, S3, S4)
           2 are domain controllers with AD integrated DNS.  OS: Server 2003 Standard.  Broadcom NIC teaming on.  (Let's refer to them as S5, S6)
           2 are a pair of active/passive MS cluster running a custom application.  OS: Server 2003 Enterprise. (Let's refer to them as S7, S8)
           2 are a pair of active/passive SQL2005 cluster.  OS: Server 2003 Enterprise. (Let's refer to them as S9, S10)
           1 is stand alone SQL 2005 server.  OS: Server 2003 Enterprise. Broadcom NIC teaming on.  (Let's refer to this as S11)
           1 is non-domain member stand alone SQL 2005 server.  OS: Server 2003 Enterprise. (Let's refer to this as S12)
      2 Cisco Catalyst Blade 3130G switches in "fabric A" of the M1000e enclosure.  The two switches are uplinked to the single 2960 listed below.
   1 Cisco Catalyst 2960 switch.
   4 Dell PowerEdge 1950 servers.  All four are connected to the Cisco 2960 switch.
      2 are application servers.  OS: Server 2003 Standard. (Let's refer to them as S13, S14)
      2 are management servers.  OS: Server 2003 Standard. (Let's refer to them as S15, S16).
   4 Dell Optiplex 755 desktops.  OS: XP Pro.  All four are connected to the Cisco 2960 switch. (Let's refer to them as W1, W2, W3, W4).

   All Server 2003 are SP2, R2, 32-bit.  All XP Pro are SP2, 32-bit.  Both Server 2003 and XP has the latest OS updates up till last weekend.

Hello ChiefIT,
   It still is not working.  I tried all three steps listed in your answer.  I am not clear on the registry key part on setting "IsDomainMaster=false and Participates as master browser=true".  I know where IsDomainMaster is. (HKLM\SYSTEM\CurrentControlSet\Services\Browser\Parameters).  By "Participates as master browser", do you mean the MaintainServerList string to be Yes?
   I disabled Computer Browser Service on all the other servers and workstations beside the two DC.  I packet sniffed between the DC that is the DMB and a workstation that is not being listed.  I can see the host announcement from the workstation, and responses from that DC.  I am not sure if all is well as I don't know what is the proper sequence of packets exchange that is suppose to take place.
   I tried to remove the Broadcom teaming on the DC holding the DMB.  But the symptoms persist -- incomplete list of computers and the DMB is saying it is the backup browser also.  :(

This is completely up to you, of course. Personally, I always preferred to see, in EE, the accpeted answer being the correct answer. So, since you resolved this yourself, I hope you accept your own answer as the correct answer. If you were led to the right solutions by other comments, then you could accept those as assists.
