The option is configurable at the server level, as it always has been. It doesn't matter if the forwarder is a conditional forwarder or a non-conditional forwarder, the option to use root hints if forwarders are not available will take effect on a per-server basis.

I just want to confirm that you can not do this anymore in Windows 2008, and that it is configured across the board for all forwarders added to the server and that this is a difference from Windows 2003.<br />
Please advise.
