I kelp thinking this was a Web Server/ ClickOnce Issue.<br />
The App was a winforms app without any AJAX.<br />
But some how I had the web Extensions added as a reference.<br />
I just removed the reference.<br />

ClickOnce requires System.Web.Extensions

The .NET Framework is not specific to any one programming language; rather, it includes a library of functions that allows developers to rapidly build applications. Several supported languages include C#, VB.NET, C++ or ASP.NET.
