DirectX DirectDraw not available when using single monitor (opposed to dual)

I am running Vista Business 64-Bit, and DirectX 10.1
For complete details you can see my attached files from the directX diagnostic.

My problem is when I only have a single monitor enabled directDraw and AGP Texture Acceleration become not available.  As soon as a second monitor is enabled, all DirectX display accelerators are enabled.

All monitors are attached with DVI cables.
I have tried switching the monitors to verify that has nothing to do with it.
I have reinstalled the latest ATI Drivers numerous times (8.6 build 64790)

I recently reformatted, I did not have this problem before with the same hardware (although my video card was sent in for repairs just before reformatting).

One last note: Aero Glass will not work either even though my system rates at a 5.8 (out of 5.9) and Aero Glass normally turns on with a way lower rating.  (this may be because of this directX problem, or it may be linked to the root, that is the only reason I mention this here).

try with the original driver that you received with the video card. new drivers can sometimes be a problem.

Did not work, I also tried the new ATI driver that was recently released (8.7)

have you tried the card in another pc ? or try it on xp?

I got word back from Support from Sapphire, and they told me that since it is PCIE the AGP Texture Acceleration will be not available.  They did not answer why DirectDraw is not available, and this does not explain why AGP Texture acceleration is available when I have dual monitors.

I am still going to try swapping the Video Card,

It appears the card works on another machine just fine and I have another PCI-E video card, x1950 Pro also ATI.  I tried the second card on the Vista machine and it is also having the same problem.
I would really rather not reformat, so it seems like the problem is vista or directX itself is having a problem.
