How do retention and the deleted items group policy work together?

On my Exchange 2003 server, I want to use the group policy to always empty the deleted items folder upon exiting Outlook for all users.  I also want to set retention of deleted items to 45 days for my execs.   Will these two settings work together, or is it a one-or-the-other configuration?
