nopes, they are hard coded in windows, you cannot change this behaviour.<br />
But there is a workaround to accomplish what you are trying to do, follow these instructions.<br />

create a new shortcut on your desktop with the following target<br />

(repalce the website with your desired page)<br />

name the shortcut as per your requirement<br />
then right click the shortcut and add the required tooltip in the Comment Field<br />
this should give you the comment as tooltip when you will hover you mouse on this newly created shortcut.

I created a shortcut on my desktop that points to an Excel file on our Sharepoint server (example <a href="http://domainname/department/file.xls" rel="ugc">http://domainname/department/file.xls</a>). &nbsp;Under the General tab of the shortcut properties I can change the name to whatever I want. &nbsp;This also renames the shortcut name on the desktop, but when I hover my mouse over the shortcut the screen tip pop-up shows the full URL.<br />
