VPN termination using a ISP router and cisco router

I have been provided with a home dsl router that has a public /32 IP address. I have a cisco router that I need to terminate a vpn. This will sit behind the home dsl router via an ethernet connection.  How can I do this, given that the public IP is not on the vpn router?
