User receives "Access denied" when attempting to access Project Server site.

I have a user that cannot access the Project Center site:  http://prj-srv/pwa.  I have given all the access that I can think of to this user including Site Administrator and when he clicks to go to the link he receives the "Access Denied" error.  I have had him send access requests and granted them with no change in status.  I have had him log onto several computers and even the server itself and he still receives "Access Denied".  I am a little bit clueless on what to do next considering other users are able to access the site perfectly fine with less permissions than him.

There are a few ways to grant access to PWA, but one of the more preferred is to add this person as a Resource within PWA.

From the PWA root, logged in as an admin, click Server Settings (bottom left)
Then from there, click on either Security > Manage Users, or Enterprise Data > Resource Center

From there, enter the person as either a user or a resource (and check the box that will show on either form to also allow user to be a resource/user.

I'm feeling a little lost, when I go into PWA, I am looking for the Server Settings, but I can't find anything.  I am a Site Administrator, but I don't see any of the settings that you are talking about.  I can click on Site Actions, Site Settings, but that is the only thing that may look remotely like what you are talking about.  Can you guide me to where you are going?
