Configure exchange server 2007 to allow Outlook rules to forward to external addresses, Also SQL reports to external addresses

Hello,  I have recently upgraded our exchange environment to 2007.  I am having some issues with generating emails to external users.  Outlook rules that I had that were forwarding to external addresses appear to not work I never receive an error but never receive an email.  Also I have some subscriptions in SQL 2005 reporting services that send to external users, these all fail as well saying that the external address is not valid.  I know with exchange 2003 you had to configure it to allow users to forward to external addresses, I assume it is the same in exchange 2007 problem is I do not know where that setting is in 07.  Any help is appreciated.
