Server 2003 - https page cannot be displayed

Restarting IIS may fix this but it sounds like you have not set-up SSL yet.

You need to import a certificate to your server first and foremost, have you done that?

I'm unsure if the certificate was setup.  Someone else did the setup.  How would i check this?  Would this stop me from being able to get to all https websites?  Is this something new in 2003 that didn't happen in 2000 because all my 2000 machines can get to https sites from initial install however none of my 2003 machines can.
